TREATY IN VICTORIA

On 13 November 2025 Victoria became the first jurisdiction in Australia to establish a Treaty with First Peoples, following the signing of Treaty by the Governor of Victoria.

The Treaty establishes an ongoing First Peoples representative body called Gellung Warl which will ensure First Peoples have a say in decisions that affect them.

The attainment of Treaty is a great tribute to the First Peoples Assembly of Victoria and the countless Aboriginal and Torres Strait Islander people who have fought and struggled to achieve it.

Treaty is for all Victorians and will allow us to come together, share and listen so we can build a deeper understanding and a foundation of mutual respect on the journey towards reconciliation.

It will be of huge practical value in addressing the issues facing First Nations people, because they know what is needed and Treaty will give them a say in how issues are managed.

Treaty is the most significant step towards self-determination ever taken in Victoria and shows the way for other states.

WHAT IS A TREATY?

A Treaty is an agreement between states, nations or governments, and can include an agreement between First Peoples and governments. A Treaty can contain statements of principle, guidelines for future relationships, reparations for past injustices, and guarantees and promises about First Peoples land, sovereignty and identity.
